In article the present stage of development of transportno-communication system, its influence on development of the international relations and regional cooperation are considered. The special attention is given the processes mentioning politiko-geographical problems on the Russian boundaries, priorities of development of communication possibilities of the Russian Federation, the Russian strategy of creation of transit transport corridors. The conclusion is drawn on necessity of cardinal changes of norms of international law and formation of absolutely new system of the multilateral arrangements advancing a legal basis system of modern international relations.
